Currently, VSF is looking for a dynamic and experienced candidate to fill the following position:
Program Officer
Reports to: Director
Workplace: Opera Business Center, 60 Ly Thai To, Hoan Kiem, Hanoi (frequent travel to project sites in other provinces)
Job Type: Full-time
Expected Start Date: March 26, 2025
Contract Duration: 12 months (renewable)
Key Responsibilities:
Manage and implement VSF’s infrastructure projects (schools, school toilets, bridges, roads, etc.), and Happy School project, including:Quality control and complianceCoordination with partners and donorsFinancial management and project documentationMonitoring, evaluation, and reporting
Quality control and compliance
Coordination with partners and donors
Financial management and project documentation
Monitoring, evaluation, and reporting
Ensure timely and accurate internal and external reporting (financial and activity reports)
Ensure adherence to VSF’s operational policies, procedures, and guidelines in all project activities
Support the Director in fundraising initiatives (project proposal writing, designing, identifying fundraising opportunities, and presenting ideas)
Perform other tasks as required by the management board

University degree in construction, project management, community development, or a related field
At least 3 years of experience in infrastructure project management and implementation
Experience working with NGOs or international development organizations is preferred
Strong risk management and crisis-handling skills
Well-established network with government agencies, businesses, and development partners
Solid knowledge and hands-on experience in project proposal writing, project design, management, and implementation
Excellent communication, presentation, and negotiation skills
Proficiency in internet tools and social media for professional use
Proactive, creative, and highly responsible work ethic
Strong written and spoken English and Vietnamese
Willingness to travel frequently to project sites
